'Not readily accessible' is key. Unloaded, locked in a case, in the trunk or cargo area, ammo separate. Don't stop and linger in the restrictive state more than necessary.
Check the mag situation too, even passing through. Some folks keep their hunting mags well under any cap just to avoid an argument on the side of the road.
FOPA is a defense, not a force field. Some restrictive states have hassled travelers anyway, so don't give them a reason. Stay buttoned up and keep moving.
FOPA protects you transporting firearms through a state where you'd otherwise be illegal, as long as you can legally have them at origin AND destination, and they're unloaded and not readily accessible.
Have your out-of-state hunting license and tags handy, it helps establish you're a legit traveler passing through. Good luck on the elk!
