The chamber wear thing is wildly overblown for normal round counts. You'll wear out the barrel from shooting before steel case 'damages' your chamber. Shoot it.
For a budget practice bolt gun, steel case is honestly a great call. Save the brass and the money for when accuracy matters.
Most steel case extraction complaints are semi-auto problems. In a manually cycled bolt gun you control the extraction, so it's far less of an issue.
One real consideration: bimetal jackets on cheap steel ammo can wear the throat faster than copper. For a beater practice gun who cares, but don't run it in a barrel you're babying.
Just clean it a bit more often, the cheap steel stuff tends to be dirtier burning. Otherwise no concerns in a bolt gun. Enjoy the cheap trigger time.
